Policy on National Documentation Packages in Refugee Determination Proceedings

The Immigration and Refugee Board of Canada (IRB) has developed a Policy on National Documentation Packages in Refugee Determination Proceedings. The intent of this policy is to explain how the IRB uses National Documentation Packages (NDPs) as the standard source of country of origin information evidence in all refugee claims and appeals. This new policy replaces the Policy on Document Harmonization in Support of Jurisprudential Guides (May 2003) and the Policy on Country of Origin Information Packages in Refugee Protection Claims (March 2007).

Quick facts

  • NDP are lists of public documents that provide information on country conditions. The IRB produces NDP for every country from which refugee claims originate.
  • NDP are updated regularly and are also subject to ad-hoc amendments in order to respond to the identification of newly emerging issues.
  • Stakeholders and members of the public are encouraged to submit suggestions of documents to be included in NDP in accordance with the established guidelines.
  • The IRB uses Twitter and Facebook to seek document suggestions for upcoming NDP updates.
