As of July 1, 2023, all Regulated Canadian Immigration Consultants (RCICs) are required to hold a
RCIC-IRB class of licence to represent clients before the
IRB.

The Immigration and Refugee Board of Canada (IRB) is bound by the
Act and Regulations in making well-reasoned decisions on immigration and refugee matters. In addition, the
IRB relies on the Rules of the Divisions as well as its own policy instruments and administrative procedures to promote efficiency and fairness in the treatment of all cases.
